History

The building with the tower in the center of the block in this 1880 photo is the Old City Hall.

The building was built in 1857 to house the Davenport city government offices.[2] When it was built the building exhibited elements of the Italian Renaissance Revival, and it included a tower on top of the east elevation. It was converted around 1910 into an apartment building after the current Davenport City Hall was built, and the building was dramatically altered to its present appearance.[2] The building remains an apartment building. It is just north of the Wupperman Block/I.O.O.F. Hall and the location of the former Col. Joseph Young Block.

Architecture

The building is a three-story brick building built on a stone foundation. In its present situation the building combines several architectural styles. The façade is dominated by a two-story polygonal oriel window that is ornamented with fleur-de-lis. The entrance is on the left side of the east elevation and it features a stone surround. The west elevation is topped with a half hipped roof.[2]
