Priorities

Obama signaled probable agenda priorities at the 2012 summit:

A. To deepen our cooperation and to strengthen the institutions and partnerships which help prevent nuclear materials from ever falling into the hands of terrorists[1]
B. To strengthen the International Atomic Energy Agency (IAEA) with the resources and authorities it needs to meet its responsibilities.[1]
C. To take specific and concrete actions to secure the nuclear materials and to prevent illicit trafficking and smuggling.[1]

A tentative agenda for the 2012 summit will include some issues which remain unresolved from the 2010 summit.

The host country of the summit plays an important role in setting the agenda. The North Korean nuclear issue is expected to top the agenda of the 2012 summit; and the summit may attempt to deal with a broader spectrum of non-proliferation issues than in Washington.[2]

In advance of the meeting date, negotiations will take place primarily amongst multi-national civil servants.
