They are responsible for developing and executing government policy on finance and treasury. The agency is establish on 1 July 2002. The current head of the department is Chan Ka Keung and the under secretary is Julia Leung.

Finance Services Bureau established on 1 July 1997. The previous form is Finance Services Branch under Colonial Hong Kong.
Treasury Bureau established on 1 July 1997. The previous form is Treasury Bureau under Colonial Hong Kong.
Finance Services Bureau and Treasury Bureau were merged to become Financial Services and the Treasury Bureau on 1 July 2002.
