However, it is not in charge of the conventional railway transportation, which is administrated by the Ministry of Railways. It is a member of the State Council of the People's Republic of China.

History
In early March 2008, The 2008 National People's Congress announced the creation of the super ministry for road, air and water transport. The Ministry of Communications, Civil Aviation Administration and the State Postal Bureau are merged into the new Ministry of Transportation of the People's Republic of China. This still excludes rail transport which is still administered solely by the Ministry of Railways.[1]
The Ministry of Transport has several agencies reporting to it. They are the:
- Civil Aviation Administration of China,
- State Post Bureau which is synonymous with China Post,
- China Maritime Safety Administration (a Coast Guard type agancy)
English name
Despite the English name of its predecessor, the Ministry of Communications (MOC), the Ministry is not responsible for non-transport communications such as telecommunications, broadcasting, radio frequency and spectrum licenses or broadband communications (Internet). This ministry is in fact "the ministry of transportation" and its Chinese name "Jiāotōng Bù" is also literally "the ministry of transportation". Its English name is inherited from previous Chinese governments. During the Qing and Republic of China periods, this ministry was in charge of postal, transportation and telegraphy services. During the People's Republic of China period, however, the administration of postal and telegraphy services were passed to other ministries and only the road and water transportation administrations were kept and its English name was kept unchanged due to historical reasons.
