PCCW Solutions (Traditional Chinese characters:電訊盈科企業方案有限公司) is an Information Technology Outsourcing and Business Process Outsourcing provider, which is a wholly owned subsidiary of PCCW. Since 2000, PCCW Solutions has transformed from an-house IT department under PCCW and become a market player in professional IT services in Hong Kong and China.

The company is headquartered in Hong Kong, and has offices and outsourced development centers in Beijing, Guangzhou, Shanghai and Xi’an. The company also operates Internet data centers in Hong Kong.

PCCW Solutions provides data-center hosting and infrastructure design-and-build services; systems integration and consulting services; IT and business process outsourcing services; and technical and engineering services. PCCW Solutions currently employs about 2,300 staff.

Contents

History

PCCW Solutions was founded in 2000 under a former company name of PCCW Business eSolutions.[1] The company was initially an in-house IT department under PCCW Group, the largest telco in Hong Kong. The department was responsible for all internal IT projects such as ERP, CRM, B/OSS and SOA. It has began providing end-to-end IT solutions to external customers since Year 2000 using the PCCW Business eSolutions entity.[2] The company has invested extensively in China, with the first outsourced development center set up in Guangzhou in Year 2001.

The company name was changed to Unihub in 2003.[3] Unihub has established its foothold in Hong Kong as an ICT solution provider with the provision of Hong Kong Smart ID card[4] and electronic passport system[5] for Hong Kong SAR Government, the AMS/3 trading system for Hong Kong Exchanges and Clearing Limited (HKEx)[6], and the Flight Information Display System of the Hong Kong International Airport.[7] In China, the company has developed in the telecom sectors with projects including nationwide ERP project for China Mobile, and Internet data center design and build for China Unicom (formerly China Netcom).[6]

The company was rebranded as PCCW Solutions in 2006[8], and expanding its business in Asia and international markets, such as Taiwan, Singapore, Malaysia[9], Saudi Arabia[10] and Sudan.[11]

Nowadays, PCCW Solutions is an industry player in IT services, IT and business process outsourcing. It has recently launched cloud computing services in 2010[12], drawing on its data center infrastructure in Hong Kong and China. It offers a full spectrum of cloud computing services covering all five layers of cloud computing stack – infrastructure, platform, application, content and process.[13]

2000: PCCW Business eSolutions was established by integrating the internal IT resources of PCCW

July 2000: Opened a new office in Beijing.[14]

May 2001: A new office and outsourced development center opened in Guangzhou.[15]

August 2001: PCCW’s Business eSolutions won a contract from Hong Kong Cyberport that included the design, build, implementation of IT architecture and network infrastructure as well as ongoing operation management services.[16]

February 2002: Business eSolutions won a government contract to develop hardware, software and services for Hong Kong Smart Identity Card System (SMARTICS).[17]

2003: Office opened in Shanghai.[18]

September 2003: Business eSolutions adopted a new brand identity– Unihub.[19]

September 2003: Unihub provided nationwide Enterprise Resource Planning (ERP) solution for China Mobile.[20]

August 2005: Unihub signed three-year contract with Dragonair in the provision of professional services on systems integration, hardware and software support, upgrades and maintenance of Oracle E-Business Suite-related applications.[21][6]

January 2006: Unihub won a 10-year contract to produce an Electronic Passport System for the HKSAR Government.[22]

January 2006: Unihub re-branded as PCCW Solutions.[23]

February 2006: Awarded an eight-year contract to design and build a Government Financial Management Information System for the Treasury of the HKSAR Government.

September 2006: Won two 10-year technical services outsourcing contracts from Civil Aviation Department to support safe and efficient air traffic and navigation operations.[24]

March 2007: Awarded an applications development outsourcing contract to develop and deploy a Maintenance Management Information System for MTR Corporation Limited railway projects in mainland China.[25]

June 2007: Awarded a 10-year contract worth HK$125 million from the Hong Kong Police Force to design and build a Versatile Maritime Policing Response System to help keep Hong Kong’s busy seaways and port waters secure.[26]

January 2008: Macau SAR Government awarded PCCW Solutions a contract to design and build an electronic passport system.[6]

November 2008: Won a 10-year contract to design, implement, and maintain the Road Cargo System for the Customs and Excise Department of the Hong Kong Government.[27]

May 2009: Signed a contract with Air Traffic Management Bureau (East China) to provide Control Tower Simulation System Solution.[28]

May 2010: Launched cloud computing services.[29]

May 2010: Opened new office and outsourced development center in Xi’an.[30]

October 2010: Dunhuang Academy China awarded PCCW Solutions a contract to provide Digital Theater System for Dunhuang Mogao Caves visitors’ center.[31]

May 2011: Won Middle South Regional Air Traffic Management Bureau contract to provide Control Tower Simulator solution.[32]

June 2011: MTR awarded PCCW Solutions a contract to provide Engineering Work and Traffic Information Management System.[33]

September 2011: Social Welfare Department awarded PCCW Solutions a HK$362 million contract to build Computerised Social Security System II.[34]

PCCW Solutions provides services such as cloud computing, infrastructure and managed services, business process (BPO) and operation outsourcing and application development services. The company caters to many industries, for example, banking, retail, insurance and the government.

The company recently starting its cloud computing services in the year 2010, offering all five layers of the cloud computing stack:

Infrastructure and managed services are another service PCCW Solutions provide. Mainly designing and maintaining large scale data centers for customers. They also provide workgroup computer management, remote system and network management, hosting and facility management, IT security services and business continuity management.

Business process and operation outsourcing services are when companies asking outsourcing companies to perform a task for them. They could also ask them to create and maintain the system as well. These tasks include:
