Ohio's 18th congressional district Current Representative Bob Gibbs (R–Lakeville) Distribution 43.36% urban, 56.64% rural Population (2000) 630,730 Median income $34,462 Ethnicity 96.3% White, 1.9% Black, 0.3% Asian, 0.6% Hispanic, 0.2% Native American, 0.0% other Cook PVI R+7 The 18th congressional district of Ohio is currently represented by Republican Bob Gibbs. The district ranges around the eastern part of Ohio, taking in a collection of small cities and rural areas. The district voted for the majority party in the House of Representatives in every election since 1954.[citation needed] After the 2010 census, Ohio lost two congressional seats, and the 18th district will become obsolete after the 2012 elections.

Padgett had won a special primary held on September 14, 2006. The rest of the Republican primary field included Holmes County Commissioner Ray Feikert; Jerry Firman of Coshocton; James Brodbelt Harris of Muskingum County; and Ralph Applegate of Columbus. When he announced his withdrawal from the race, Ney identified Padgett as his favored successor.[8] Two other Republican candidates, Dover mayor Richard Homrighausen and Ney aide John Bennett, withdrew from the race. Candidate Greg Zelenitz was rejected by the Tuscarawas County Board of Elections.[9]
