The NESA Outstanding Eagle Scout Award (NOESA) is a distinguished service award of the Boy Scouts of America (BSA). It is awarded to an Eagle Scout for distinguished service to his profession and community upon the recommendation of his local BSA council NESA Committee, Scout Executive, and Council President.

A council may nominate one NOESA candidate for the first 200 Eagle Scout ranks earned in their council during the previous year and one additional candidate for each additional 100 Eagle Scout ranks.^[2] It is one of only two BSA awards given to adults that are dependent upon the recipient's achievement in the BSA as a youth. The other such award is the Distinguished Eagle Scout Award (DESA).^[3] DESA recipients are not eligible to be nominated for the NOESA.^[4] Recipients are known as Outstanding Eagle Scouts.^[5]

Award

The award consists of a round silver pendant portraying a flying eagle suspended from a ribbon bearing the world scouting logo that is worn around the neck. Outstanding Eagle Scouts may wear a smaller version of this pendant as a device on the Eagle Scout square knot on the Scout uniform. The same device may be worn on the lapel of civilian clothes. The recipient is also presented with a certificate from the National Eagle Scout Association.^[6] This distinguished service award is quota controlled and granted by nomination only--It may not be applied for or sought after.

History

The NOESA was introduced during BSA'a 100th Anniversary year with the first 93 awards being made in 2011 by the National Eagle Scout Association upon the recommendation of local council NESA Committees. The award was created to recognize notable Eagle Scouts who had either performed their distinguished service closer to home (at the local, state, or regional level) or who were known nationally, but had not yet met the 25 year tenure (as an Eagle) requirement for the Distinguished Eagle Scout Award.^[7]
