Wallowa Mountains , south of Joseph, in the upper reaches of the Wallowa, Minam, and Imnaha drainages. The alpine area in the heart of the mountain range is designated as theEagle Cap Wilderness . The land that is now the Wallowa-Whitman National Forest was first occupied by the
Nez Perce Indians around 1400 CE. The area was the summer home of the Joseph Band of the Nez Perce tribe. TheCayuse ,Shoshone and Bannock tribes arrived in the area some time later. The native people hunted deer, elk and bighorn sheep in the Wallowa Valley and surrounding mountains. The first European settlers arrived in theWallowa Valley in 1860. Theodore Roosevelt . The two reserves were later merged to createImnaha National Forest on March 1, 1907. On July 1, 1908 the name was changed back toWallowa National Forest , and in 1954 Wallowa was administratively combined withWhitman National Forest to create Wallowa-Whitman. The forest has 52 developed
campgrounds plus 9 day-use picnic areas. Most campgrounds are open from May to October. The Forest Service also operates five rental cabins. Hikers have the choice of 66 trails, with vista points along many of the routes. There are also 26 interpretive sites. The national forest has seven areas where visitors can enjoyswimming , power boating,rafting ,canoeing , andkayaking . There are numerousfishing streams, andhunting is allowed during specific seasons. TheOregon Department of Fish and Wildlife regulates hunting and fishing activities on Wallowa-Whitman forest land. The type of permit and its cost depends on the specific recreational activity. For example, a "Northwest Forest Pass" is required for parking at some high-use trailheads. The cost is $30 for an annual pass or $5 for a day pass. The Forest Service uses the permit revenue for trail maintenance. Permits are also required for firewood cutting,
