Early years

Salih Pasha was a Herzegovinian from Nevesinje. During the reign of Murat IV, he was a bureaucrat specialized in treasury. Although, he worked in some other posts as well, finally during the reign of İbrahim, in 1644, he was appointed as the defterdar, the highest bureaucrat in treasury. In 1645 grand vizier Sultanzade Mehmet Pasha was dismissed from the post. The first chıice of the sultan for the post was Yusuf Pasha. But Yusuf Pasha refused the proposal and Salih Pasha was appointed as the grand vizier on 17 December 1645.[1]

As a grand vizier

The most important problem of 1646 was the war in Crete, a Greek island in Aegean Sea, which was a collony of Venice in the first half of the 17th century. (See Cretan War (1645–1669)) Salih Pasha sent Sultanzade Mehmet Pasha, his precedessor , to Crete as the general commander (Turkish: serdar) . But soon Mehmet Pasha died and Gazi Hüseyin Pasha was appointed as the next commander who was successful in capturing Rethymno. Another problem was the disobedience of the Mingrelia (also known as Samegrelo in west Georgia) prince who was a vassal of the empire. Salih Pasha was able to maintain the order.[2]

Death

According to Hammer, sultan İbrahim, an unbalanced monarch had given strict orders to ban any horse carts in İstanbul, the capital. Seeing his order was violated he ordered the execution of the grand vizier. During a divan meeting, Salih Pasha was arrested and executed on 16 September 1647.[2]
