Malik R. Dahlan Occupation Lawyer, Policy expert Malik R. Dahlan is a multi-jurisdictional qualified lawyer, and an international policy expert. He is currently Principal and Chief Lawyer of law firm and think-tank Institution Quraysh for Law & Policy, Director of the Qatar Law Forum of Global Leaders in Law,[1] and Special Adviser to the Qatar Financial Centre Judiciary.[2] He has written and advised[3][4] on matters regarding legislative affairs, defence, energy policies, and foreign relations, and is one of ten United Nations Regional Experts in Constitutional Affairs, Oil and Gas selected by the United Nations Assistance Mission for Iraq (UNAMI).[5]
Biography
Originally from Mecca, Saudi Arabia, Dahlan received his legal education in Jordan, and Harvard Law School[6] in the United States of America. He also studied for his Doctorate in Public Policy at Al-Azhar University in Cairo, Egypt.[7]
After a number of years working as an attorney in the U.S.A., and as a policy adviser in the Arab World, including at the Brookings Institution, Dahlan established the transnational law firm and policy think-tank Institution Quraysh for Law & Policy (iQ) in Doha, Qatar. Dahlan stated that the purpose of iQ was to create a “distinctive and collective consulting solution"[8] in the Middle East and the wider Arab World, by coupling the provision of legal advice and services with policy expertise. iQ has since expanded, with further offices in Jeddah, Saudi Arabia, and London, United Kingdom, in addition to entering into a strategic alliance with the Washington, D.C.-based global law firm Covington & Burling for the joint provision of legal and consulting services in the Middle East and the wider Arab World.[9]
Dahlan has acted as outside-house counsel for many Gulf business institutions, organisations and government entities,[10] including Qatar’s Supreme Council for Economic Affairs and Investment, and the Mohammed Bin Rashid Al Maktoum Foundation. He has worked extensively on numerous significant infrastructure initiatives in the Gulf, including Doha’s $8.67 billion Specialty Teaching Hospital.
Dahlan is also the Director of the Qatar Law Forum of Global Leaders in Law,[11][12][13] and serves on the World Economic Forum's Global Agenda Council on the Middle East.[14]
Academic involvement
Dahlan is a member of the Harvard Law School Executive Committee, and is the President of the Harvard Law School Association of Arabia (HLSA-A). He is also a member of the Editorial Board of the UCLA Journal of Middle East Development, and the Advisory Board of the Centre for Islamic and Middle Eastern Law's (CIMEL's) Yearbook of Islamic and Middle Eastern Law.
