Interstate 140 (I-140), a spur route of Interstate 40 at Wilmington, North Carolina is signed along the western section of the Wilmington Outer Loop, a planned 27-mile (44 km) bypass for U.S. 17 around the city, which is reflected in another name for the highway: the Wilmington Bypass. NCDOT announced the number in September 2002. Two sections of the bypass, U.S. 17 to I-40, and I-40 to U.S. 421, completely opened to traffic on June 30, 2006. The five mile (8 km) section from Business U.S. 17 to I-40 is not signed as Interstate 140, but as U.S. 17. A three-mile section, from I-40 to N.C. 133 (Castle Hayne Road), opened to traffic in September 2005. In the future, the freeway will be extended farther west, first to U.S. 74-76. Construction is set to begin on this section in 2009. Mitigating factors, such as a second river crossing, could delay its construction. The final section will take I-140 south from U.S. 74-76 to terminate at the current U.S. 17 near its intersection with N.C. 87. This section is currently not funded and construction is not expected to begin until after 2012. Additionally, a proposed toll road could extend eight miles further southeast, from U.S. 17 to a terminus at U.S. 421 and Independence Boulevard using the proposed Cape Fear Skyway bridge. In November 2005, NCDOT named the I-140 bridge across the Northeast Cape Fear River in honor of former mayor and businessman Dan Cameron. East of I-40, the roadway is also known as the John J. Burney Freeway. The previous routing of U.S. 17 through Wilmington is now U.S. 17 Business. The U.S. 17 Truck designation was removed from Military Cutoff Road and Oleander Drive upon the opening of the bypass.
