The Civil Aviation Authority was created by an Act of Parliament in 1994 as a state agency of the Ministry of Transport, Housing and Communication. The mandate of the CAA is to coordinate and oversee Uganda's aviation industry, including licensing; regulation; air search and rescue; air traffic control; ownership of airports and aerodromes; Ugandan and international aviation law; representing Uganda in an international capacity to the aviation community; and to all other aviation matters.
Head offices are at Entebbe International Airport in Kampala.[1] Current business of the CAA includes the construction of the new cargo terminal and customs building at Entebbe Airport.[2]

The Uganda CAA works with an administrative and operational structure of five directorates:[3]
- A Directorate of Airports and Aviation Security
- B Directorate of Air Navigation Services
- C Directorate of Air Transport and Regulatory Services
- D Directorate of Finance and Accounting
- E Directorate of Human Resources and Administration
