The 21st District serves the Arroyo Seco Region of the Los Angeles Metropolitan Area. This completely urban district includes many of Los Angeles' most historic neighborhoods as well as many of the metro area's businesses, including many movie studios. While the district includes both very wealthy and very poor areas, several neighborhoods in the district have undergone gentrification in recent years. The district is home to Los Angeles' Armenian community, as well as the historically African-American neighborhood of Altadena.
The 21st is located entirely in Los Angeles County. The three primary cities in the district are Burbank, Glendale, and Pasadena. However, the district also includes smaller cities like San Gabriel, Temple City, and La Cañada Flintridge, and most of East Pasadena and East San Gabriel (85% of each).
The largest single population block in the district is the city of Los Angeles.
San Fernando Valley neighborhoods in the 21st include portions of Universal City, Studio City, Van Nuys, Sherman Oaks, and Encino. North of downtown Los Angeles, the 21st includesGriffith Park , Los Feliz, Silver Lake, Echo Park, and Eagle Rock.Election Results

The core of the 21th was the Arroyo Seco in both 1991 and 2001, but there was a slight shift on the edges. The district lost population near downtown Los Angeles as well as the cities of San Marino and South Pasadena and picked up people in the San Fernando Valley.
