Plot
As the paradox from the R-101 airship starts to unravel time and space, The Doctor and Charley, together with President Romana, go beyond the confines of our Universe to a world populated by "neverpeople", those who exist outside of time and space. It's in this Neverland that the Doctor uncovers the origins of a legend from the earliest days of Gallifrey's history that tells the story of a powerful Time Lord... and a creature from an ancient nursery rhyme, known only as Zagreus.

Notes
- One of the Gallifreyan voices at the start of the play mentions the rise to power of Mavic Chen, a character from The Daleks' Master Plan.
- The Doctor mentions having stood in the tomb of Rassilon; this was during The Five Doctors.
- Subscribers to Big finish received The Maltese Penguin free with this story.
- Following on from The Time of the Daleks, the Daleks and their Emperor are held in a time loop. But by the Dalek Empire spin-off series, the Daleks have been released, presumably by the Time Lords, to preserve causality.
- Co-ordinator Vansell previously appeared in Sirens of Time and The Apocalypse Element. Alternate versions of him appear in He Jests at Scars... and Gallifrey: Reborn, Disassembled and Eternal.
- The Doctor again mentions an adventure involving Mary Shelley and Lord Byron (who the Doctor apparently warned about meddling in power he did not understand). The implication being that the Doctor was involved in the events that lead to the creation of the Frankenstein story. This story is told in the audio The Company of Friends.
- This is Romana's first appearance since the Sixth Doctor audio, The Apocalypse Element. Her story continues in Zagreus, as well as the Gallifrey series, which explores her potential future as "Imperiatrix Romanadvoratrelundar".
