He is a Democrat representing the 7th district, encompassing Napa County and parts of Solano and Sonoma counties. Prior to being elected to the state assembly, he was a member of the Santa Rosa Planning Commission and District Director for then-State Senator Pat Wiggins.

Early career
Michael Allen began his career as a psychiatric nurse for the Sonoma County Crisis Clinic. Michael put himself through law school, graduating in 1979. He then joined the Sierra Club Legal Defense Team on the Warm Springs Dam initiative before becoming a negotiator and mediator at the Sonoma County Organization of Public Employees.
In 2002, the membership promoted Michael to Executive Director of the Service Employees International Union Local 707. Michael's many notable accomplishments include successfully establishing a childcare center, advocating for civil service reform, and utilizing innovative techniques to expand the union membership from 1,000 to 8,000. Michael is also a labor attorney, working to protect workers rights and help employers and workers to negotiate many contacts throughout the North Bay. Michael served nine terms as the President of the North Bay Labor Council.
In 2007, State Senator Pat Wiggins asked Michael to accept the position of District Director for her five regional offices that serve over 880,000 constituents. As District Director, Michael worked with constituents to resolve local issues and concerns.
Michael was appointed to the Santa Rosa Planning Commission in 2009 and served as Chair of the Sonoma-Marin Area Rail Transit (SMART) Citizens Oversight Committee, working to create a more sustainable economy through this groundbreaking project.
Election
On November 2, 2010, Michael was elected to succeed Noreen Evans as the representative of the 7th Assembly District, winning 63.8%[1] of the vote in the general election. He currently serves as Assistant Majority Floor Leader in the California State Assembly. Michael is the first Latino to represent the 7th district.
Personal
Michael was raised in Los Angeles, California by his mother who immigrated to this country after she married an American mining company attorney. When his father died when he was just 6 years old, Michael's mother raised him on her own and worked as a seamstress to support them.
Michael currently lives in Santa Rosa, California. He has five grown children.
