Education and teaching career
Norby graduated from Fullerton High School in 1968 and served as ASB President. He received his B.A. from Occidental College in 1972 and an M.A. in History from California State University, Fullerton in 1989. He taught U.S. History and Government at Brea-Olinda High School from 1985 to 2002, where he was elected "Mr. Brea Teacher" in 1997. Norby also has served as Director of the Orange County Transportation Authority
Early political career
Norby served on the Fullerton City Council from 1984 until his election to the Board of Supervisors, having been re-elected in 1988, 1992, 1996 and 2000. He served three years as Mayor of Fullerton – in 1990-91 and 1995-97. He has a total of 18 years of service.
Municipal Officials for Redevelopment Reform
Norby is the founder of Municipal Officials for Redevelopment Reform (MORR), a statewide coalition to end widespread abuse by redevelopment agencies. Long concerned with abuse of eminent domain and public subsidies to private development, Norby has been a leading advocate of more equitable sales and property tax distribution for cities and counties. Norby is the author of "Redevelopment: The Unknown Government."
Supervisor of the Fourth District
Norby was elected to the Orange County Board of Supervisors in March, 2002. He unseated incumbent Cynthia Code by a 54% to 46% margin,[1] making him the first challenger to defeat an incumbent board member since 1978. He was sworn-in as the 4th District's Supervisor on January 6, 2003, and represented the cities of Fullerton, La Habra, Placentia, Buena Park, Brea, and part of Anaheim (west of the 57 freeway). Norby was chosen by his colleagues as Vice Chairman of the Board of Supervisors in 2006 and the Chairman of the Board in 2007.
First State Assembly campaign
Norby won the January 12, 2010 special election with 63% of the vote to succeed fellow Republican Michael D. Duvall, who resigned amid scandal. Norby had defeated Linda Ackerman, wife of former Senate Republican Leader Dick Ackerman, for the nomination on November 17, 2009.
Personal life
Norby was born in Fullerton, California and continues to live in there with his son Alex. His community memberships include the First Presbyterian Church, Fullerton Chamber of Commerce, Fullerton Elks Club, and Sons of Norway, Buena Park Rotary Club.
Chris Norby was married for the fourth time to Martha Phillips on July 20, 2009.[2]
