- Jakarta Mass Rapid Transit
Jakarta MRT System is an on going transportation infrastructure project in Indonesia as the culmination of more than 20 years of discussions over general transport and public transport planning for the Jabodetabek area. Jakarta is the capitol city of Indonesia, an archipelago country located in South East Asia. It is a metropolis of over 8 million inhabitants, with predicted over 4 millions commuters going in and out of the city during workdays form the surrounding areas (the areas is called Jabodetabek).
Starting in 1980, more than 25 general and special subject studies have been conducted related to MRT. One of the major reasons for this long process lies in the outbreak of the economic crisis in 1997. Before the crisis, a Build-Operate-Transfer (BOT) scheme was considered for the MRT, calling for private sector involvement. After the crisis, however, BOT implementation proved unfeasible as a privately-funded venture, and the MRT Project was proposed again, this time as a government-funded scheme/
The current public transportation in Jakarta consists of various types of buses. Starting from the very small bemo, pickup sized mikrolet, 1/2 sized metro mini to full sized city buses, 2 and 4 wheeled taxis, TransJakarta Bus Rapid Transit System (nicknamed busway) [http://www.jakarta.go.id/transjakarta/home/index.php] , and Jabodetabek Commuter Railway as well. To ease the traffic congestion, there are programs to develop other modes of transportation such as river waterway boats, Jakarta Monorail Systems and the Jakarta MRT System.
The Jakarta MRT System is a railway system partly elevated and the rest is underground. The planning for the system has been included in the Study for the Integrated Transportation Master Plan (Sitramp) conducted by the Indonesian government
(Badan Perencanaan Pembangunan Nasional) with a grant from the Japanese JICA. The results of the study has been legalized by its inclusion in the Jakarta Provincial Government's Pola Transportasi Makro (Macro Transportation Design).The designed route coresponds to the busway line 1 (south - north) and 2 and 3 (west - east). The MRT is planned to replace those 3 busway lines. The first segment of the Jakarta MRT System, which wil be developed first, is the
Lebak Bulus - Dukuh Atas segment. It is 14 km long, which 4 km is underground. The stations elevated are Lebak Bulus, Fatmawati, Cipete, Haji Nawi, Blok A,Blok M , Sisingamangaraja andSenayan . The stations underground are Istora, Bendungan Hilir, Setiabudi and Dukuh Atas.The second segment will be along the Dukuh Atas - Kota and the third segment is along the busway line 2 (Kalideres - Harmoni) and line 3 (Harmoni - Pulogadung).
The project is a joint project by the Indonesian Central Government (implementing agency : DGR / Directorate General of Railways) and the Jakarta Provincial Government (implementing agency : Jakarta Planning Board - Bapeda / Badan Perencanaan Daerah). It is expected that the first segment Lebak Bulus - Dukuh Atas will start operation in 2014.
The progress for the first segment is funded by the Japan Bank for International Cooperation (JBIC) loan number IP - 536 (signed November 2006) for the Engineering Services. The Engineering Services is a pre-construction loan to prepare the construction phase. It consists of :a. Basic Design package : managed by the DGRb. Management and Operation package : managed by the Bappedac. Construction assistance in tender : managed by the PT MRTJ
For the construction phase, there will be two future loans by JBIC to fund the construction cost. The construction will be a design - build method developed from the basic design.
PT Mass Rapid Transit JakartaThe PT MRTJ is a limited liability (Perseroan Terbatas) company founded by the Jakarta Provincial Government. It's establishment was approved by the Provincial Parlement (DPRD) in 10 June 2008 and final establishment was by notary act on 17 June 2008. It's purpose is to operate the Jakarta MRT System. The shares are 99% Jakarta Provincial Government and 1% PT Pasar Jaya (another Jakarta Reginal-Government-Owned-Company). The PT MRTJ is classed as a Regional-Government-Owned-Company (Badan Usaha Milik Daerah-BUMD). BUMD form for PT MRTJ is chosen not to create profits for the shareholders, but to create flexibility on accessing alternatives financing that otherwise impossible if the company is directly part of the government. With this, the tickets sold to the people of Jakarta will be affordable due to some of the operational cost is subsidized by other sources. BUMD form also ensures the transparency and accountability through Shareholders General Meeting, Decision Making and Reporting System that will publicly available.
On 17 June 2008, the Governor of DKI Jakarta, Fauzi Bowo, appointed a caretaker team of Nurfakih as Commisionaire and Eddi Santosa as President Director. The main purpose of the caretaker team is to recruit a permanent Management for the MRTJ. The caretaker team will step down after the Management is elected.
