However, due to delays in the completion of Indiana's section of I-94 to connect with it, the freeway was closed to traffic west of the present-day exit 1, forcing traffic to use M-239 and Indiana State Route 39 to transfer toInterstate 80 /Interstate 90 (Indiana Toll Road ) to continue toChicago . This left approximately one mile of completed, but unused freeway blocked off to traffic, dead-ending at the state line.
