It was created on September 16, 1940 by the President Lázaro Cárdenas as People's University of Colima (Universidad Popular de Colima),[1] and intended to serve the educational needs of the Michoacán, Jalisco, and Colima.
The University's library system holds over 93,127 volumes.[3]

Description
The University of Colima was created with the name of People's University of Colima the September 16th of 1940, a project inspired by the revolutionary spirit. On August 25th of 1962, which is granted autonomy and is separated from the state education system, establishing strong university administrative and agricultural areas, and by striking hard work to obtain sufficient resources for growth. In the 1980s increased educational service offerings to meet the demand for skilled human resources in agricultural areas, industrial and commercial, which laid the groundwork for the launch of the University of Colima to the prominent place occupied by today in the national public education with significant presence in the international arena.
From 1997 to present the University has focused on making educational modernization in line with the demands of our time, this has meant to exercise academic leadership and organization of public universities in the country, internationalize the university academically, enhance the artistic heritage, cultural and infrastructure. Six decades after its origin, the principles of the People's University of Colima have not changed. The University of Colima continues its commitment as a public institution that is leading professionals and scientists with a sense creative, innovative, humanistic and highly competitive, committed to the harmonious development of society, where national and international environment. Is located at the entrance to the market Asia-Pacific region, in central western Mexico. After more than six decades of service to education, research and dissemination of culture, its institutional principles of academic freedom and discussion of ideas, as well as parity student, still intact, continually seeking to contribute in the collective welfare through training of human resources committed to the company, responding to the challenges posed by modernization and globalization, through the construction of an identity characterized by academic reputation and a good quality education provision.
History
The institution was founded on September 16th of 1940, following the educational philosophy of President Lázaro Cárdenas del Río (1934–1940). Given the youth feel Colima, the governor, Colonel Pedro Torres Ortiz (one thousand nine hundred and thirty-nine - 1943), commissioned the project of what was later to then-University Public Education Director General, Lieutenant Colonel and Professor Rubén Vizcarra. After more than six decades of service to education, research and dissemination of culture, its institutional principles of academic freedom and discussion of ideas, as well as parity student, still intact, continually seeking to contribute in the collective welfare through training human resources committed to the company, responding to the challenges posed by modernization and globalization, through the construction of an identity characterized by academic reputation and a good quality education provision.
Currently enrollment is 12,367 students in high school, 10,214 in professional and associate degree and 604 in graduate school. The University offers 17 options in the high school level, ten of APO, 58 degree, 11 specialties, 22 master's degrees and 9 doctoral degrees, which are held on the campuses of Manzanillo, Tecomán, Colima (Central Campus and North Campus), Coquimatlán and Villa de Álvarez. The university has 40 undergraduate education programs classified at level 1 of the Register of the CIEES programs evaluated. Its academic staff consists of 427 full-time teachers, where 90.6% have graduate school.

Assessment System
The system is based on three exams for each subject. These tests are performed during the regular academic term. The student is considered approved if the subject is obtained in the three exams an average rating of eight. If the matter is not approved by exams, the student has the right to regular review, which applies at the end of the school year and includes all content of this field. At the University of Colima's ratings are based on a scale from 0.0 to 10.0, in which the maximum score is 10.0 and 6.0 is the minimum passing grade.
