He was a Member of the Constituent Assembly of India which was elected to write the Constitution of India, and served as part of its first Parliament as an independent nation. He was also a Member of the Bihar Legislative Assembly. He succeeded Bihar Kesari Sri Krishna Sinha as the Chief Minister of Bihar. He was born in Purantand, Bihar.
Shri Deep Narayan Singh is considered a noble politician and an ideal man[citation needed] in the state of Bihar, for his contributions to the well being of people and State. He was close to eminent nationalists like Dr Anugrah Narayan Sinha and Rameshwar Sinha.
He return his salaries and pensions to the state of Bihar, except one rupee as a small token. State and Nation came first to him, not the political status.[citation needed]
