It encompasses a large portion of Collin County including McKinney, Plano and parts of Dallas County including parts of Richardson, Garland and Dallas. As of the2000 census , District 3 represents 651,620 people who are predominantly Caucasian (76.7%) and middle-to-upper-class (median family income isUS$ 74,314, compared to $50,046 nationwide).
