Public Service Commission West Bengal selects members of West Bengal Police Service officers. It is either through West Bengal Civil Services examination of by recommending for promotion of an officer of the rank of Insector to be appointed as West Bengal Police Service member. Appointments are made by Governor of West Bengal.
Members of this service are of Class-I Gazetted officers. The officers hold middle level posts in the hierarchy of West Bengal Police viz., Sub Divisional Police Officer/Dy Superintendent of Police or Assistant Commandant in case of Armed Branch Officers.
After getting promotion, the Deputy Superintendents of Police become Additional Superintendents of Police in the districts or Deputy Commandants in the Armed Battalions of the State Armed Police (SAP).
Generally the directly recruited officers appointed as an Indian Police Service (IPS) officer after 12/ 13 years of service. Even few years back it took 17/ 18 years of service to get promotion. While in Tamil Nadu a State Police Service officer (Dy.S.P.) becomes SP of a district within 10 years. The promotional channel of WBPS officers are worst, if compared with other State Police Service officers of India.
As regards to Tranasfer Policy, the Government do not have any published policy save as what is prescribed in Police Regulation of Bengal 1943. For frequent, irregular and mid year transfer, education of WBPS officer's children suffer most. Most of the WBPS officers are forced to keep their family away to avoid disturbances caused to children due to frequent transfers. This adds to mental agony of the officers in addition to their round the clock responsibility and exposure to other hazards.
Just like other officers of the West Bengal State Government, the WBPS officers are also entitled to a Medical Allowance of Rs. 100/- per month. And even in case of any injury / sickness while on duty, medical reimbursement is allowed, only if treatments are done at a State run hospital. That's why most of the officers take coverage of Mediclaim policies at their own cost.
Even after constitution of Police Establishment Board, the situation has not improved.
