The 9th District is the focal point of the East Bay Region. This mostly urban district includes important harbors, airports, universities, and businesses.
The 9th is located directly south of the 7th. As such, it includes the small remainder of Contra Costa County, however, the district's focus is primarily on the Alameda County Oakland-Berkeley area.
Oakland is the largest and most important city in the district, containing over half the district's population. Berkeley, Alameda, and Piedmont comprise another quarter. The district also includes a large part of state forest on the county's eastern border.

The core of the 9th remained the same in 2001, but there was a slight shift on the edges. In exchange for the bits of Richmond and El Cerrito that went into the 7th Senate District, the 9th took Dublin and Livermore. Castro Valley was also added in 2001 to balance population
