In 1896, the Albany Road Board was gazetted. On 1 July 1961, it became the Shire Council following changes to the Local Government Act. It amalgamated with the
Town of Albany to become theCity of Albany on 1 July 1998. At the time of amalgamation, it had 13 councillors and 5 wards, with Harbour Ward (5 councillors) and four others (including Hassell and Millbrook) with 2 councillors each.ee also
