Political career

Despite the position's name, shadow senators are not truly affiliated with the United States Senate; they are actually affiliated with the District of Columbia's government.cite news |title=Finding Solutions to Taxation without Representation |work=The Georgetown Voice |date=2002-01-10 |url=http://www.georgetownvoice.com/2002-01-10/feature/finding-solutions-to-taxation-without-representation ] As a shadow senator, Strauss is neither allowed to vote on the floor of the United States Senate, nor even be present on the floor itself.cite news |title=Shadow Delegation Toils in Obscurity for D.C.'s Day in the Sun |first=Libby |last=Copeland |work=The Washington Post |url=http://www.washingtonpost.com/wp-dyn/content/article/2007/01/15/AR2007011501055.html |page=C01 |date=2007-01-16 ] Strauss does not have an office in the United States Senate building, but he does have one in the District of Columbia's government's office building.

As a non-voting representative to the United States Senate, Strauss lobbies the U.S. Senate and the U.S. House of Representatives on behalf of the citizens of D.C. in their attempt to gain full Federal representation, cite news |title=Shadow delegates: Emerging from the dark |first=Meredith |last=Ponder |work=The Georgetown Independent |date=2006-09-27 |url=http://media.www.thegeorgetownindependent.com/media/storage/paper136/news/2006/09/27/News/Shadow.Delegates.Emerging.From.The.Dark-2309938.shtml ] self-determination, and eventually admittance to the union as a state. Strauss has no paid staff, although he does have unpaid interns.cite news |title=Finding Solutions to Taxation without Representation |work=The Georgetown Voice |first=Bill |last=Cleveland |date=2002-01-10 |url=http://www.georgetownvoice.com/2002-01-10/feature/finding-solutions-to-taxation-without-representation ] The Senator also works closely with the District's Congressional Delegate, the Office of the Mayor, and the City Council to advance the interest of local residents on Federal issues. Unlike the District's Delegate, Strauss may not vote in House committees, does not have an office in any of the House office buildings, and receives neither a salary nor funding from the federal government. Strauss' expenses may be paid from the Statehood Delegation Fund, which is funded by voluntary contributions from District residents and administered by a yet-to-be-staffed Statehood Delegation Fund Commission.cite news |title=Statehood Money Rolls In |work=Washington City Paper |date=2008-01-02 |url=http://www.washingtoncitypaper.com/display.php?id=34382 ]

Strauss opposed efforts by various members of the United States Congress to overturn the District's ban on handguns, institute school vouchers in the District, and institute a flat tax in the District.cite news |first=Jeff |last=Dufour |title=Paul Strauss: From senator to D.C. councilmember? |work=The Hill (newspaper)|date=2006-05-31 |url=http://thehill.com/under-the-dome/blackburn-the-fairest-of-them-all-2006-05-31.html ]

In 2006, Strauss ran for the District's City Council to represent Ward 3. He came in second place in the Democratic primary, receiving 15% of the vote, while Mary Cheh received 44% of the vote. Strauss was selected to be a superdelegate to the 2008 Democratic National Convention.cite news |title=The K-Street Superdelegates |first=Peter H. |last=Stone |work=National Journal |date=2008-02-22 |url=http://news.nationaljournal.com/articles/080222nj2.htm ] He has endorsed Barack Obama for the Democratic presidential nomination.cite news |title=Obama victory not last say for city in '08 race |first=Gary |last=Emerling |work=Time |date=2008-02-26 |url=http://thepage.time.com/obama-release-on-superdelegates-2/ ] [cite news |title="Super" Shadow Sens Endorse Obama |first=Mike |last=DeBonis |work=Washington City Paper |date=2008-02-26 |url=http://www.washingtoncitypaper.com/blogs/citydesk/2008/02/26/super-shadows-sens-endorse-obama/ ]
