Floor privileges of the United States Senate

The privilege of the floor (or floor privileges) determines who is allowed on the floor of the U.S. Senate and under what circumstances, as delineated by Rule XXIII of the Standing Rules of the United States Senate. Only senators, their staff, and Senate officers (the Sergeant at Arms and Secretary), top executive branch officials, members of the Supreme Court and of the House of Representatives, foreign legislators, and a few other officials are allowed on the floor. Former senators, presidents and vice-presidents, speakers of the House, and Senate officers retain floor privileges.

The Legislative Transparency and Accountability Act of 2006 revoked floor privileges for all lobbyists.
