Early and personal life
Riley was brought up in Yorkshire, and educated at St Mary's School in Beverley and Kingston Grammar School, before gaining a degree in geography from University College, London, a Master's degree in history at Leeds University and a PhD at Cranfield.
Military career
He joined the Queen's Regiment in 1974,[2] was commissioned in 1975[3] and promoted to lieutenant on 9 March 1976.[4] Promoted to captain on 9 September 1980,[5] major in 1987[6] and lieutenant colonel in 1993,[7] he was awarded the Distinguished Service Order in 1996[8] and promoted to full colonel in July 1997.[9] He served six tours in Northern Ireland and five in the Balkans, in addition to service in Central America and Sierra Leone.[1] He was Commanding Officer of the 1st Bn The Royal Welsh Fusiliers in Gorazde in 1995, promoted to brigadier on 31 December 1998[10] Commander of 1st Mechanised Brigade in Bosnia in 1999 and Commander of the UK Joint Task Force in Sierra Leone in 2000.[11]
In 2001, he was awarded the Queen's Commendation for Valuable Service.[12]
Riley was appointed General Officer Commanding, Multi-National Division, south-east Iraq in 2004 and promoted to major-general[13] and Deputy Commander, International Security Assistance Force, in Afghanistan in 2008.[14] In 2005, he was awarded the United States' Legion of Merit for his service in Iraq.[15]
He served as honorary colonel of the Royal Welch Fusiliers, from 2005 to 2007, succeeded by Brigadier RHT Aitken.[16][17]
On 18 December 2007, Riley was promoted to the rank of Lieutenant-General and appointed deputy commander, ISAF in Afghanistan.[18] He was awarded the NATO Meritorious Service Medal by the Secretary-General. He trnasferred to the reserve on 15 September 2009.[19]
Riley studied at the Staff College, Camberley in 1987 before going on to teach there in 1993 and serving as Deputy Commandant of the Staff College from 2001 to 2003.[20]
He was appointed Companion of the Order of the Bath (CB) in the 2008 New Year Honours.[21] He is also a Member of Council of the Royal United Services Institute.
On December 14, 2009, Riley gave evidence to The Iraq Inquiry in which he stated that British troops had not expected to be faced with an insurgency as well as defending the decision to disband the Iraqi Army after the invasion.[22]
In February, 2011 he gave evidence at the trial of Radovan Karazjic at the ICTY in The Hague.
Riley was appointed Director General and Master of the Royal Armouries early in September 2009. The Royal Armouries is Britain's national collection of arms and armour, including artillery.
