Born in Waitsfield, Washington County, Vermont, he attended the rural schools and St. Johnsbury Academy. He graduated from the University of Vermont at Burlington in 1885, and taught school in Connecticut and also at Fort Dodge, Iowa, from 1885 to 1888. In 1926, Waterman was elected to the United States Senate as a Republican, defeating incumbent Rice W. Means in the Republican primary and then defeating Democrat William Sweet in the general election in an extremely close race. He served in the Senate from March 4, 1927 until his death. He died in Washington, D.C. on August 27, 1932, and his remains were cremated and the ashes deposited in Cedar Hill Cemetery.
