Divisions
A referendum on two issues will be held in Croatia in early 2012. The date of the referendum will be decided by the signing of the Accession Treaty of Croatia to the European Union; the referendum will be held within thirty days of that date.[1] Two questions will be asked:
- the first issue concerns the accession of Croatia to the European Union, it was discussed at length and it was also a major topic in the changes to the Constitution of Croatia made in 2010.[2]
- the second issue will decide whether in the future referendums will have to be called if 200,000 voters' signatures are collected within thirty days to request one, which would change the current system where over 400,000 signatures in 15 days are required.[3]
European Union issue
Croatia has been negotiating with the EU since October 2005 and finished the talks on June 30th, 2011.[4] A referendum on the issue must be held, according to the Croatian Constitution, and the Prime Minister has stated late 2011, before the 2011 general election, as the most likely date.[5] However, these elections will take place on 4 December 2011, so the referendum probably will not be held before February 2012.[6]
