Exchange and Provost, also known as Custom House and Half-Moon Battery and The Exchange, was built in 1767.

The National Park Service describes: "...the structure has served as a customhouse, merchantile exchange, military prison and barracks, and post office. In 1790, the State Legislature met here to ratify the new State Constitution. The building was badly damaged by Union artillery fire during the Civil War and the great earthquake of 1886; it was repaired after each occasion."

It was declared a National Historic Landmark in 1973.citation|title=PDFlink| [http://pdfhost.focus.nps.gov/docs/NHLS/Text/69000160.pdf National Register of Historic Places Inventory-Nomination: The Exchange and Provost / The Exchange] |32 KB|date=January 9, 1973 |author=Charles W.
