Ludlam was born in Palmerston North, New Zealand.

Ludlam has been involved in numerous political campaigns, e.g., in opposition to uranium mining at Jabiluka and in Western Australia, nuclear weapons, foreign military bases, and support for Aboriginal land rights, peace and disarmament, recognition of climate change, advocacy of fair trade and equitable globalisation, and energy market reform. Ludlam spent several years as a proprietor of a small graphic design business before he undertook a degree in sustainability policy. He completed this degree whilst working for Greens (W.A.) state parliamentarian Robin Chapple. From 2005 to 2007 he worked as a communications officer for Australian Greens Senator Rachel Siewert.

At the 2005 state election, 2005 Ludlam unsuccessfully contested the seat of Murchison-Eyre, obtaining 4.98% of the primary vote. [cite web| url = http://www.electionswa.com.au/_la_districts.htm| title = 2005 WA election results| date = 2005| accessed = 2007]

In 2007, along with Jose Garcia, Ludlam produced the animated documentary Climate of Hope [cite web| url = http://au.youtube.com/watch?v=t_NLdRUELjo| title = Climate of Hope] , focusing on the science of climate change, the nuclear fuel chain, and the wider energy revolution. This was produced for the Anti-Nuclear Alliance of Western Australia.

In 2007 Ludlam was elected to the Senate for Western Australia, taking office on 1 July 2008.
