census GR|2 of 2000, there were 1,731 people, 672 households, and 411 families residing in the city. Thepopulation density was 1,502.4 people per square mile (581.2/km²). There were 752 housing units at an average density of 652.7/sq mi (252.5/km²). The racial makeup of the city was 98.38% White, 0.64% African American, 0.17% Native American, 0.06% Asian, 0.06% from other races, and 0.69% from two or more races. Hispanic or Latino of any race were 0.17% of the population.Demographics
There were 672 households out of which 29.3% had children under the age of 18 living with them, 40.9% were married couples living together, 15.5% had a female householder with no husband present, and 38.7% were non-families. 35.9% of all households were made up of individuals and 15.9% had someone living alone who was 65 years of age or older. The average household size was 2.29 and the average family size was 2.93.
In the city the population was spread out with 22.8% under the age of 18, 10.7% from 18 to 24, 28.2% from 25 to 44, 20.7% from 45 to 64, and 17.7% who were 65 years of age or older. The median age was 37 years. For every 100 females there were 94.9 males. For every 100 females age 18 and over, there were 89.6 males.
The median income for a household in the city was $15,938, and the median income for a family was $20,000. Males had a median income of $18,409 versus $18,750 for females. The
per capita income for the city was $9,275. About 32.9% of families and 37.6% of the population were below thepoverty line , including 50.4% of those under age 18 and 27.8% of those age 65 or over.The county has been riven with controversy as one of its larger towns, Tollesboro, attempted to shift to bordering Mason County. Also in the mid-1990s, Tollesboro saw its own high school shut down, with the facility later emerging as a private, Christian school. Tollesboro residents of high school age are currently allowed to attend Fleming and Mason County school systems without the usual tuition required of out-of-county students because of the controversy surrounding the high school.
