Born in Genoa, Italy, where his father was Colombian consul in that city. He was the third of the six children. He was ordained October 31, 1943 in Rome by Cardinal Luigi Traglia. Pope Paul VI appointed him as an auxiliary bishop of Bogotá on November 13, 1973. He was elected as President of the Episcopal Conference of Colombia in 1978, holding that position until 1984. He was transferred to the metropolitan see of Bogotá by Pope John Paul II on June 25, 1984.
Pope John Paul II proclaimed Rubiano Sáenz Cardinal-Priest of S. Bartolomeo all'Isola in the consistory 1988. He retired as Archbishop in 1994. He died in 1995.
