Assistant to the President and Deputy National Security Advisor for Iraq and Afghanistan

The Assistant to the President and Deputy National Security Advisor for Iraq and Afghanistan, also known by the slang term War Czar, [ [http://usinfo.state.gov/xarchives/display.html?p=washfile-english&y=2007&m=May&x=20070516154326MVyelwarC0.5015985 Bush Names Army General as Senior Advisor for Iraq, Afghanistan] ] is a position the George W. Bush administration created to oversee the wars in Iraq and Afghanistan with authority to issue directions to the Pentagon, the State Department and other agencies.

Three retired four-star Generals had been approached by the White House, but have refused the position. The three were retired Marine GEN John J. The White House official primarily responsible for executing White House programs was deputy national security advisor Meghan O'Sullivan. O'Sullivan reported directly to national security advisor Stephen J. Hadley and did not have the power to issue interagency orders. O'Sullivan resigned her position, giving the White House an opportunity to reorganize war hierarchy.

In May 2007, Lieutenant General Douglas Lute was tapped by the White House to serve in the newly created Security Advisor position. LTG Lute was confirmed by the Senate on June 28, 2007. He reports directly to President Bush as well as national security advisor Hadley. His position is considered to be an assistant to the President. He also has the authority to issue and coordinate inter-agency directions, an authority O'Sullivan did not have.
