The vessel was known as the CCGS Norman McLeod Rogers, when it was in service with the Canadian Coast Guard and named for former MP and cabinet minister Norman McLeod Rogers (1894–1940). It is currently named for Counter Admiral Oscar Viel Toro (1837–1892), whom was commander of Chilean naval forces from 1881–1883 and 1891.
