Samakkhi Witthayakhom School (Thai: โรงเรียนสามัคคีวิทยาคม; RTGS: "Rong Rian Samakkhi Witthayakhom"), or SWK (Thai: ส.ว.ค.; RTGS: "Sowokho"), is a public high school and administrative body in the northernmost province of Thailand, established in 1908 by Governor Phraya Si Suriyaratchawaranuwat (Suk Ditsayabut), being the 22nd school established in the Kingdom, the 4th of the Region and the 1st of the Province.

The School holds the status of a juristic person in accordance with the law on Ministry of Education's administrative procedure, and comes under the authority of the Office of Chiang Rai Educational Area 1, the Office of the Basic Education Commission, the Ministry of Education, the Royal Thai Government, respectively.

It has long been considered one of the Country's most prestigious schools. Regarded as one of the best and most selective schools of Thailand, it normally attracts top students around the country. The School ranks on the first still, and provides many efficacious stuffs and productive students. However, in the recent periods, the School is suffered from failure in education arrangement, as well as the internecine corruptions and the gradual decrement of public faith and trust.

History

The origin of Samakkhi Witthayakhom School could be reckoned from the initiation of Changwat Chiang Rai's provincial school entitlted "Samakkhi Witthayakhom Chiang Rai’s Provincial School" (Thai: โรงเรียนประจำจังหวัดเชียงรายสามัคคีวิทยาคม) in 1908 by Chiang Rai Governor Phraya Si Suriyaratchawaranuwat (Suk Ditsayabut) (Thai: ศรีสุริยราชวรานุวัตร (ศุข ดิษยบุตร)) by and with the advice and consensus of all the public servants of Changwat Chiang Rai. The School was named "Samakkhi Witthayakhom", meaning the Academic Institute of Unanimous Unity, after the said consensus. The name "Samakkhi Witthayakhom Chiang Rai’s Provincial School" was later shortened to "Samakkhi Witthayakhom School". At that time, the public education carried out by the School took place at the foothills of Wat Ngam Mueang (Thai: วัดงำเมือง), and only Grade 4 to Grade 6 was provided; however, it was prolongated to Grade 9 in 1917.

In 1924, Chiang Rai Governor Phraya Ratchadetdamrong (Phon Sarutanon) (Thai: พระยาราชเดชดำรง (ผล ศรุตานนท์)) ordered——owing to the limited location of the school unable to be extended anymore——the student classes be dichotomised, and one part of which, Grade 4 to Grade 6, be moved "pro tempore" to Wat Ming Mueang (Thai: วัดมิ่งเมือง), another part, Grade 7 to Grade 9, to Wat Chet Yot (th: วัดเจ็ดยอด). The Governor, also, gathered the public contributions and donations for uses in establishing the new permanent office of the School. Pending waiting for the new office has the School moved to many transitory office, including "inter alia": Chiang Rai's Provincial Military Headquarters dissolved at the end of 1925. In 1927, Chiang Rai's educational officer Luang Kittiwat (Thai: หลวงกิตติวาท) granted the School the education budget as a subvention for the said establishment. Also in the said year, Grade 4 to Grade 7 was pull out of the School to be installed as a new school entitled "Damrong Rat Songkhro School" (Thai: โรงเรียนดำรงราษฎร์สงเคราะห์); however SWK prolongated its education to Grade 12, being Grade 6 to Grade 12 in total.

Owing to the delay in establishing the new parmanent office, SWK acting Director Khuang Sukhontharot (Thai: ข่วง สุคนธรส), accompanied by educational officer Boonsing Boonkham (Thai: บุญสิงห์ บุญค้ำ), decided to disburse three hundred and fifty Baht to purchase the six-rai estates at Wat San Pa Daeng (Thai: วัดสันป่าแดง) from the American Missionary headed by Ray W. Battelle, and another nearby estates about one "plaeng". Great amounts of estates and money were also donated to the School by the public servants and aristocrats, including "inter alia": renowned physician and former Minister of Public Health Sem Phringphuangkaeo (Thai: เสม พริ้งพรวงแก้ว). Moreover, the central Government granted six hundred millions Baht to the School joining the establishment budget. Chiang Rai's Provincial Administration, therefor, appointed a panel to monitor the parmanet office establishment consisting of Boonsing Boonkham as chairperson. The panel signed a contract hiring the bid-winning company of a Chinese Huiyuan Hangtrakun (Thai: ฮุยหยวน ฮังตระกูล) to carry out the establishment. On 2 March 1937 there held a ceremony laying fundamenting stone unto the heart of the estates where the permanent office of SWK will be built up. And on 11 February of the following year Chiang Rai Governor Phra Phanom Nakharanurak (Hokkai Phisanlabut) (Thai: พระพนมนครานุรักษ์ (ฮกไก่ พิศาลบุตร)) presided over the inauguration of the chief building of the School.

Upon completion of the establishment of SWK permanent office, the Council of SWK Public Teachers resolved, in 1940, to use the School flag and anthem "(see "Symbols" below for more information)." The abbreviation “SWK” and the motto “balaŋ saŋghassa sāmaggī (unity institutes the power) ” were, also, officially invented and declared. Following that, many buildings and places been installed within the School so as to serve the public needs.

Throughout decades has the School provided the public the education as prescribed in the law on national education and served various public wills. As an outgrowth of such performances, the School has been awarded many times, those have been conferred to the School included "inter alia": 1990 Royal Best Secondary School Award, granted by Bhumibol Adulyadej's daughter Maha Chakri Sirindhorn at Dusitalaya Hall, Chitralada Palace, Bangkok on 20 May 1991, for extensively pursuing the public advancement; the “Best Classroom Advancement School” Reward granted by Chiang Rai's Provincial Educational Office in 1996; the “Best School for Educational Reform” Reward from Chiang Rai Governor in 2001; the “Best Curricular Arrangement School” Award from the Government in 2002; the “Best Buddhist Development and Support School” Award from the Office of National Buddhism in 2004; the "Example School for Democratic Development" Award from Privy Councillor Prof Kasem Watthanachai as a representative of the Government in 2005; and so on.

During which: in 1993 the feminine students have been accepted to attend the education in SWK for the first time after the sixty years of accepting only masculine students, and the Regional Scientific and Technological Education Centre was declared open at the School in the identical year. The Regional Arts Centre was also opened therein in 2002, followed by the opening of the "English Programme" for Grade 7-9 students in the same year, as well as Thailand’s Self English Access Centre under the patronage of the World Bank, the “Buddhist School” Project and the “Technological School” Project” in the next year, respectively.

Mindful on the rapid student increment and public need of education, the Government announced, in 1994, open a branch of SWK, entitled "Samakkhi Witthayakhom 2 School".

The School met with its centennial in 2007. The manifold cerebrations, ceremonies and activities were thereby held under the name “Uniting Hearts, Uniting Wills, the Centenary of Samakkhi Witthayakhom School 2008” (Thai: ร้อยใจ ร้อยไมตรี ๑๐๐ ปี สามัคคีวิทยาคม พ.ศ. ๒๕๕๑, RTGS: "Roi chai roi maitri nueng roi pi samakkhi witthayakhom phoso song phan ha roi ha sip et"). The highlight of which included "inter alia": the opening of the Centenary Builing——completely established in May 2007, and granted the name "His Majesty the King’s 80th Birthday Anniversary Commemorative Building" by Bhumibol Adulyadej——presided over by Maha Chakri Sirindhorn.

Containing intention to prepare the efficacious scientists for the future Thai society, the School set a new class for forty students selected from those from scientific classes of Grade 10 through extra examination. As of 15.00-16.00 hours of every Tuesday and Friday in a special laboratory attend the aforesaid forty students to receive an intensive tranning in mathematics, physical science, chemistry, biology and computer.

* Buddha Statue "Phra Phutthamani Maitri Rattana" (th: พระพุทธมณีไมตรีรัตนะ, the Jewel Buddha of Precious Friendship). Formerly, it was untiled but called under its artistic identification "Phra Phuttharup Chiang Saen Sing Sam" (th: พระพุทธรูปเชียงแสนสิงห์ 3, the Chiang Saen's Three Lions Buddhist Statue). On 1 July 2004, Somdet Phra Nyanasamvara, the Supreme Patriach of Thailand) entitled it with the present name to celebrate the School's Centenary in 2008. The Statue is erected of bronzed, aged around 400-500 years back since the Chiang Saen period. Having the size identical to a mature child sitting in a meditation posture, its length is 17 inches. Three lions mentioned in the former name are the artistic features of the Statue: lion-like feature, divine-like feature and Buddha-like feature. School Area

Samakkhi Witthayakhom School located in the urban of Changwat Chiang Rai with various man-desire healing places encircled, namely, supermarkets, department stores, student dormitories, hotels as well as Buddhist temples and temples of other religions.

Particularly, the School's area holds 5 rai, 5 ngan, 200 square metres, consisting of 13 academic buildings, 5 minor buildings, 90 classrooms and 45 academic laboratories. Academic buildings are as follows:

* Building 1. First floor is used as the location of the Office of Director, the Office of Steering Affairs, the Office of Student Affairs, the Office of General Affairs and the Office of Academic Affairs. Second floor, the honorary hall and the auditorium. It is the oldest building among the others, established in 1938, having rarely been modified and improved since then. The art style of the Building dates back to the Second World War Period.

* Building 2. The location of the Department of Science, the scientific laboratories and the Library of the Scientific and Technological Education Advancement Centre.

* Building 3. The location of the Department of Vocational and Technological Education's Computer Division, and the Information and Communication Technology Centre.

* Building 4. The location of the Department of the Thai Languae and its Library.

* Building 5. The location of the Department of Mathematics and the mathematical laboratories.

* Building 6. The location of Charoenchai Library or the Central Library, the Department of Social, Religious and Cultural Education, and the Department of Arts.

* Building 7. Upper floor is the Grand Conference Hall, lower floor is the Department of the Foreign Languages. The Central Gymnasium and "Thammasathan", the place for religious affairs, are located nearby.

* Building 8. The location of the English Programme Programme.

* Building 9. It is the newly installed building, Bhumibol Adulyadej, the King of Thailand, granted it the name "King's 80th Birthday Anniversary 5 December B.E. 2550 (2007) Commemorative Building."

Within the School, there thoroughly exists the bonatical garden in honour of Maha Chakri Sirindhorn, the Princess of Thailand. The garden chiefly contains local plants, flowering plants and fragrant plants. Moreover, there exist two canteens behind Building 9, the one called "Sinthani Canteen," the other one, "Canteen 2." The official residences locate at the back of the said canteens.

Next behind the School, there located Chiang Rai Vocational College and Chiang Rai Commercial College.

1. Lot drawing The applicants having census in Amphoe Mueang Chiang Rai enjoy right to draw a lot whether they are admitted or not, each applicant has right to draw only one lot. In each academic year the School will determine the number of admitted lots. And the lot drawing is normally held at the commencement of April.

2. Educational tests The applicants—other than the persons having already passed the lot drawing—including the persons whom failed the lot drawing are required to engage in the educational tests in the subjects and at the time and place determined by the School. The testing instruments are arranged and produced by the School in accordance with the standards determined by the Ministry of Education. For the exceptional classes (Class 9 to Class 12), the applicants whom passed the aforesaid tests, and their guardian also, are further required to take part in the interviewing tests.

Grade 10

A person having admission to the education in this grade shall contain Matthayommasueksa 3 (th: มัธยมศึกษาปีที่ 3; initial secondary education, or Grade 9) certificate or other certificate having the same level. 1. For Class 8 to Class 15 ("See "Education Arrangement" above") There will be the educational tests which the applicants for such Class are required to engage in. Testing instruments are arranged and produced by the School in accordance with the standards determined by the Ministry of Education. And upon announcement of the name of whom having passed the tests and after such persons have reported themselves to the School, they will completely be the School's students.

2. For School's alumni The applicants whom are alumni of the School, id est, having succeeded the education in Grade 7-Grade 9 from the School, have right to submit their grade point average to the Committee(s) installed by the School to select in accordance with the rules and procedures stipulated by the School. After having reported themselves to the School, the applicants whom passed the selection of the Committee(s) will completely be the School's students.

3. For general students The applicants having succeeded education from wherever are required to take part in the educational tests identical to 1., but the scientific and mathematic side is not underlined as much as the applicants for such Class. Another methods are on the par with the others.

In each year there exists tremendous number of the applicants for both Grade 7 and Grade 10, up to more than ten thousand, but the School can accept only six hundred students for each Grade. [ไทยรัฐ. Graduation

The certificate of intitial secondary education will be conferred to the graduates from Grade 7 to Grade 9, and the certificate of terminal secondary education, Grade 10 to Grade 12.

19th Director Transferring Controversy

At the end of 2006, as the administrative offices of various Schools in Chiang Rai became vacant, Suthat Phatthayakon, Director of the Office of Chiang Rai Educational Area 1 (OEA-CR1), by and with the resolution of the Subcouncil of Public Teachers and Education Personnel of Chiang Rai Education Area 1 (SPTP-CR1), issued order dated 22 December 2006ฟ้าล้านนาเน็ต. In accordance with the said order: (1) Kittichot Hoiyiphu, SWK Director, to be Director of Chiang Rai Chulabhorn Royal College; (2) Thawisak Phiphatthanasak, Director of Chiang Rai Chulabhorn Royal College, to be Director of Damrong Rat Songkhro School; and (3) Pricha Phuanukunnon, Director of Damrong Rat Songkhro School, to be SWK Director. Kittichot, thereafter, delivered statement to the media that he refused to comply with the order as he deemed it was unjust and in breach of laws, and he was severely displeased as he was defamed by this order. He stated that he had already lodged with the Administrative Court a complaint against the order. At the same time, Kittichot lodged a complaint to the Office of the Basice Education Commission (Obec) accusing many public authorities, resulted in the unrest among Chiang Rai administration. However, the Director of OEA-CR1 stated that there will not be any alteration, amendment or abrogation of the transferring order as many schools are under the corruption charges and being inquired by OEA-CR 1 and some school directors are to vacate office upon the expiration of the term of office. He accentuated that whomsoever contravening his order will be liable to the disciplinary punishments as provided for by laws, and the complaints to any organs are personal right.

In order to extinguish the case, Amonphan Nimmanan, Chiang Rai's Governor, issued order suspending the transferring. He revoked all the relevant officials and demanded the Obec Secretary General for urgent advices. Khunying Kasama Voravarn Na Ayudhaya, Obec Secretary General, replied that the case shall be considered according to the guidance under the urgent letter No. sotho 04009/13966 dated 18 December 2006. The Governor of Chiang Rai then ordered the said OCEA 1 Director's order to continue the force on 9 January 2007. The Governor also ordered that the case shall be suppresed at that extent. Thailand's News Agency later reported that it was Kittichot's misunderstanding of laws.

Bomb Threatening Students' Life

As an impact of the bombings in Bangkok at the end of 2006 and the beginning of 2007, on 13 January 2007, Pol Maj Surachat Buncharoen, Crime Suppressing Inspector of Chiang Rai's Provincial Police Headquarters, led the police forces inspecting Samakkhi Witthayakhom School thoroughly as having been informed by Pricha Phuanukunnon, the School's Director, that a deep man with hoarse voice phoned the School claiming he had already laid the explosive devices at somewhere in the School. The man urged the Director to order the entire students to evacuate from the School within 20 minutes, but demanded nothing. Luckily, that time was the ceasing of daily education, the Director therefor ordered the Public Relations Council to announce the students to come back home instantaneously. After having inspected the School, the polices found nothing mistrustful and suggested that it was a person whom wanted to see the insurgency or wanted to cause problems. Presently, there is no progress in connection with the case.

Insecurity in Pabular Welfare

The School produce, provide "sans frais" and commerce the reverse osmosis water entitled "Nam Duem San Pa Daeng" (Thai: น้ำดื่มสันป่าแดง, San Pa Daeng Drinking Water) which has been endorsed by Thailand's Department of Mineral Resources, Department of Medical Science, Ministry of Public Health, as of 1 January 1999. The water transporting process of the School is conducted through the water distributors made of lead. 2008 Fire Hazard

On 9 September 2008, 14.45 hours, Chiang Rai Provincial Police Headquarters's Inspector Pol Lt Col Songkran Sanwong led his force, accompanied by Chiang Rai City's firefighters, to abate the fire flaming over the wooden Arts Store of Samakkhi Witthayakhom School. The success of performance took more than thirty minutes and was steered by Mr Somphong Kunlawong, Lord Mayor of Chiang Rai City in the capacity of the Director of the Local Public Danger Prevention and Mitigation. The fire also expanded to the adjoining Teacher Village and burnt at least one teacher dwelling.เชียงรายทูเดย์.
