Navy League of the United States , theFranklin and Eleanor Roosevelt Institute , and theTheodore Roosevelt Association . It is given for the best book on American naval history published in the previous calendar year. The prize commemoratesTheodore Roosevelt andFranklin D. Roosevelt , who both served asAssistant Secretary of the Navy , and who both supported theUnited States Navy as Presidents of the United States.The judges for the prize include specialists in
