This person was elected statewide, at-large, on the same ballot as the first Representative. The two candidates with the highest number of votes were elected.
Former U.S. Representative Michael N. Castle, a Republican and former Governor of Delaware, had held this seat easily from January 1993 until his retirement in January 2011 in his unsuccessful bid for the Republican nomination to run for the U.S. Senate.
