description=The medal is a disc in gold superimposed by the gear and hands. It holds the ray in the center of both flanks, top and base. The garland is in green and its tendril surrounds the circumference of disc in between the rays.
Based on the colors of the ribbon, the blue represents lofty ideals of security and represents the Philippine stars; red for knowledge and communication; white stands for progress, beauty and aspiration; and green stands for hope and richness of the nation.
The ribbon consists of the above colors, green stripes in the center and white, red and blue on both extremes in that order.
