Membe was a national security analyst at the President's Office from 1977 to 1990, and he worked at the Ministry for Foreign Affairs from 1992 to 2000. He was elected to the National Assembly in the 2000 parliamentary election and was re-elected in the 2005 parliamentary election as a candidate of Chama Cha Mapinduzi (CCM). He was Deputy Minister of Home Affairs prior to being appointed as Deputy Minister of Energy and Minerals on October 15 2006.
