He was Chief Cabinet Secretary in the cabinet of Yoshirō Mori[1] also served as Secretary-General of the LDP in the House of Councillors.[2] He studied at Waseda University but did not graduate. He served as acting Prime Minister of Japan following Keizō Obuchi's coma in 2000.[1]
