It was founded by Christine Loh Kung-wai in May 1997. Since 2005, the party has been headed by Doctor Joe Wong.[verification needed]
Besides demanding democratic reforms, the party focused on anti-discrimination and minority issues and was particularly concerned with environmental protection. It called for equal opportunities legislation on race and establishment of red-light districts, and opposed reclamation plans of the government.
In the 1998 election of the Legislative Council, Christine Loh Kung-wai won a seat for the party. She decided not to run for the 2000 LegCo election, leaving the party unrepresented in the current LegCo.
While continuing to express views in various issues, the party has become less active in the political arena. An attempt of its chairman, Alex Chan, to run for a seat in the constituency of Lamma and Po Toi in the 2003 Islands District Council elections failed.
