borough s sometimes are called "royal", there are actually only three boroughs that have legal right to the title "Royal Borough": Kensington and Chelsea; Kingston upon Thames; and Windsor and Maidenhead. They all received this honorary title during or shortly after the reign ofQueen Victoria to signify that they had a special standing with the royal family:*
