Perry Elmo Futrell, Jr. (October 7, 1916–December 4, 1993),^[1] was a real estate appraiser who served from 1962-1966 as the Democratic mayor of the small city of Pineville, located east of the Red River across from Alexandria in Rapides Parish in central Louisiana.

Futrell was born in Pollock in Grant Parish north of Pineville to Perry Futrell, Sr. (1891–1986), and Amanda Futrell (1890–1977).^[1] During World War II, he served in the United States Army Air Corps, forerunner to the Air Force. Futrell succeeded George B. Hoffman (May 16, 1919–January 14, 2000)^[1] as mayor. According to his obituary, Futrell was named the Louisiana "Mayor of the Year," but the date is not given, presumably 1963, 1964, or 1965.^[2] Futrell was unseated in the spring of 1966 by 123 votes by his fellow Democrat Floyd W. Smith, Jr. Smith, who was succeeded in 1970 after a single term by Fred H. Baden, later left Pineville to return to his native Winnfield.^[1]

Futrell was married to the former Mildred Russell (born December 3, 1921) of Pineville, later Baton Rouge. The couple had two sons, Ronnie Futrell (born 1949) of Pineville and Russell W. Futrell of Baton Rouge (in Saudi Arabia at the time of his father's death), and a daughter, Sandra Futrell Kirkpatrick of Baton Rouge. Sandra Kirkpatrick is the widow of Thomas Killgore Kirkpatrick (1944–2009), a son of political figures Claude Kirkpatrick and Edith Killgore Kirkpatrick. Futrell had two surviving sisters, Pauline F. Cain and Gladys F. Morrison, both of Pineville, and five grandchildren.^[2] One of the grandchildren, William Marshall "Bill" Futrell, a military police officer, died in Pineville on November 27, 2009, at the age of thirty-seven. He was the son of Ronnie and Elizabeth Sontag Futrell.^[3]

Futrell was a deacon of the First Baptist Church of Pineville. He died at Zale Lipsky University Hospital in Dallas, Texas. He is interred at Forest Lawn Memorial Park in Ball north of Pineville.^[2]
