He graduated as a pharmacist at the Université Libre de Bruxelles in 1987. He started his political career at the local level in Charleroi where he was elected as member of the college in 1988 and became councillor in 1993.
Starting in March 2008, he was secretary of state for European Affairs in the Leterme I Government, the Van Rompuy I Government and the Leterme II Government. Since 14 February 2011, he is Belgian Minister for the Development Cooperation and European Affairs in the Leterme II Government.
