The New York Codes, Rules and Regulations (NYCRR), referred to sometimes as the Rules and Regulations of the State of New York, primarily contains state agency rules and regulations adopted under the State Administrative Procedure Act (SAPA).

The 22 Titles include one for each state department, one for miscellaneous agencies and one for the judiciary. The Office of Court Administration and the judiciary are exempt from SAPA requirements.
The New York state judiciary is unique in that its court rules are included in what is largely a codification of executive branch regulations. All other states and the federal government maintain court rules separately from executive regulations in order to maintain the principle of separation of powers.
The NYCRR comprises the following 22 numbered titles, with the corresponding agency listed:
