After the election, he chaired the city's culture and heritage committee, community funding review committee, and social services committee.[6] Guiel opposed plans for a parkway extension through protected green space.[7] In January 2004, he introduced a successful motion creating a reserve fund to bring new doctors to Peterborough.[8] In the summer of the same year, he organized a benefit concert for victims of a damaging flood.[9] A 2005 "report card" in Peterborough This Week listed Guiel as one of the better members of council.[10] He planned to run for re-election in 2006, but withdrew from the contest before election day. He later served as acting executive director for the Downtown Business Improvement Area. In 2010, he ran unsuccessfully for deputy reeve in Otonabee-South Monaghan.[11]

She also served as a Peterborough County representative on Peterborough's police services board.[15] In 2007, Smith accused Reeve Ron Millen of not adequately supporting a medical centre for Lakefield. This followed a vote in which Millen and two other councillors refused to sign as loan guarantors for a foundation that was raising money for the centre. Millen denied in the charge and accused Smith of spreading misinformation, which she rejected.[16] She defeated Millen in the 2010 election.
