Marvin Caplan

Marvin Caplan is a Canadian broker/realtor and politician.

Born in Toronto, Ontario, Caplan moved to Hamilton, Ontario in 1978. He owned and operated Marvin Caplan Gentleman’s Apparel, at King and Catherine Streets in downtown Hamilton.

Caplan is married to Judi and together they have four sons, and four grandchildren. For the last fourteen years he has been a licensed real estate salesperson. Caplan works as a real estate broker with Judi as part of the award-winning Caplan Team at Coldwell Banker, Pinnacle Real Estate, in downtown Hamilton.

Caplan was elected Hamilton Ward 1 City Councillor in 1994. He served as Ward 1 Councillor for three terms,[1] his last term ending in 2003 when he was defeated by Brian McHattie. Many considered that election to be a referendum on the Red Hill Creek Expressway, that Caplan supported. During his terms as Councillor, Caplan was President of the Downtown BIA, and founder of the Hamilton BIA Council, key to developing Business Improvement Associations across the city.[2] Caplan also served as President of the Social Planning and Research Council (SPRC), where he was instrumental to creating Settlement and Integration Services Organization (SISO) and Community Action Program for Children (CAPC), addressing health, education, economic, environment, and social problems in the downtown core and across Hamilton.[3]

Caplan’s accomplishments as Councillor include passing by-laws to govern the inspection and operation of Residential Care Facilities; passing regulations protecting health and safety by limiting exposure to second-hand tobacco smoke; introducing environmental assessments reflecting residents' concerns; mandating minimum distances between abattoirs and residences in Wards 1, 2, and 3; limiting the construction of Monster Homes in the Ainslie Wood neighbourhood; introducing Tax Incremental Financing (TIF) to convert commercial properties to residences in the heart of Hamilton; and his contributions to the Hamilton Harbour Master Plan, which formed the basis for Harbour Front Park and the Waterfront Trail, Setting Sail and the North End West Neighbourhood Plan. Caplan negotiated the largest gift donated to Hamilton's libraries and revitalised Vision 2020.

Caplan returned to municipal politics in 2010,[4] running for Councillor in Ward 2 in the 2010 Hamilton Municipal Election.
