In the history of Chaudhary Charan Singh Haryana Agricultural University (HAU), Hisar, Haryana, India from its inception as a campus college of the Punjab Agricultural University (Ludhiana) in 1948, Sh Vinay Kumar is the only exception who had his association of 40 years i.e. from 11 November 1963 to 30 June 2003. He was the only employee of the Punjab University till date who was appointed only on the basis of the written paper because he was not able to give the interview. He was again the only employee of the HAU who, surprisingly, rose from the post of a clerk to its Vice- Chancellor. He was also the founding Director General of Jannayak Chaudhary Devilal Vidyapeeth, Sirsa,Haryana, India where he established 8 colleges and schools.
Early life
Vinay Kumar was born on 1 July 1938 at Phoolkan Village in Sirsa District, although his village is Karandi, Tehsil Sardulgarh, District Mansa, Punjab. His gotra is Dusad. His father Ch. Kashi Ram was an ordinary kisan. For studies, the boy Vinay Kumar was taken by Swami Keshwanand to Grammothan Vidyapeeth, Sangaria (Rajasthan), where he studied up to Matriculation. However, he passed his B.A. and M.A. (History) privately while in job.
At a young age of 19, Vinay Kumar was married to Smt. Parmeshwari Devi on 30 June 1957. The couple was blessed with two sons- Dr. Sudhir Chaudhary (settled in USA, In American Express Bank) and Dr. Inderjeet Singh (Principle Scientist with Govt. of India).
Career
Vinay Kumar started his career as an organizing secretary in the Grammothan Vidyapeeth College of Agriculture (Sangaria) on 5 July 1959. Having served there for four years, he joined the Campus College of P.A.U. at Hisar, which later developed into the H.A.U. He stood first among 11 candidates.
An account of his assignments at Hisar is now explained as follows:
• He was first appointed here as an Assistant in 1963, then as a Superintendent in March 1969, and as an Asstt. Registrar in December 1969.
• However, in June 1977, he became the Dy. Registrar, HAU, through competition. He soon rose to the status of Registrar, HAU, in December 1977. The fact worth noticing is that Sh. Vinay Kumar was the Registrar and OSD of the University for an amazing 21 years, a feat that very few in the country have accomplished.
• Having served the Campus College PAU and HAU for 36 years, Vinay Kumar retired on 30 June 1999 as an Officer on Special Duty (OSD).
• After the formation of the Chautala Government in Haryana, Prof. J.B. Chowdhury resigned as the Vice Chancellor of the HAU and Vinay Kumar, who was considered to be very close to Sh. O.P. Chautala and his family, was appointed as the VC on 4 August 1999. As the Vice Chancellor, Sh. Vinay Kumar served the C.C.S. H.A.U. for four years, becoming the second VC only to complete his term in the history of the university. He retired at the age of 65.
Sh Vinay Kumar was considered an authority on educational law and university statutes. After his retirement from HAU, he was appointed as the Founder Director General of Jannayak Chaudhary Devilal Vidyapeeth, Sirsa where he started various colleges of Engineering, Dental Sciences, Physiotherapy etc. and two schools. He was there for two years after which he resigned to lead a happy retired life at home.
ALS and Death
But shortly after coming back from JCDV, Sirsa, Sh. Vinay Kumar was diagnosed with a fatal disease, Amyotrophic Lateral Sclerosis (ALS) which is a degenerative neuron disease uncommon in this part of the world. He finally started his heavenly journey, after fighting with this disease for almost two years, on November 8, 2010.
