Its seat is the town of Węgliniec, which lies approximately convert|22|km|mi|0 north-east of Zgorzelec, and convert|128|km|mi|0 west of the regional capital Wrocław.

The gmina covers an area of convert|338.44|km2|sqmi|1, and as of 2006 its total population is 8,775 (out of which the population of Węgliniec amounts to 3,072, and the population of the rural part of the gmina is 5,703).
